One of the largest projects currently under way in Oman, the Liwa Plastics Project (LPP) will close the pre-qualification document collection process this Thursday, September 18.

The pre-qualification tender is for Engineering, Procurement and Construction (EPC) work packages on the $3.6 billion Sohar-based petrochemical project. There are four EPC packages involved, comprising an 859KTA steam cracker, an 880KTA polymer unit, a Natural Gas Liquids (NGL) extraction unit, and a 300km long NGL pipeline.

The pre-qualification tender will be carried out in two stages. The first stage involves pre-qualification of individual entities and no commitment or indication is required of the applicants as to the identity of their potential future JV or consortium partners. After the results of the first stage are announced, the second pre-qualification stage will concern the evidence of formation of the proposed JVs/consortia. The pre-qualification tender documents are published on Orpic’s website.

It is Orpic’s intention to issue to the pre-qualified applicants the actual Invitation to Tender (ITT) for the four work packages at the beginning of 2015, once the current front-end engineering design (FEED) has been finalised.

LPP will be located next to the Sohar Refinery Improvement Project (SRIP) which is currently being constructed. It will include an ethylene cracking plant, high density polyethylene (HDPE) plant, linear low density polyethylene plant (LLDPE), new polypropylene plant, MTBE plant, butene-1 plant and associated utilities and off-site facilities.

The petrochemical plant will be integrated with the refinery, and the aromatics and polypropylene plants. The feedstock will be NGLs (C2+) extracted from natural gas in Central Oman and transported to the Sohar complex by pipeline, mixed LPG produced in the refinery and aromatics complex and dry gas produced in the RFCC unit and new delayed coking unit. Orpic’s commitment to an integrated complex means that some of the materials produced in the petrochemical complex, including hydrogen, MTBE, pyrolysis fuel oil and pyrolysis gasoline will be returned back for use by the refinery, aromatics complex and existing polypropylene plant.
