Oman Investment and Finance Company (OIFC) is a public company, based in Muscat (Oman), and established in December 1979. OIFC is listed on Muscat Securities Market since January 1989. The company is specialized in billing, collection and debt factoring for electricity, and water and telecom services in the Sultanate of Oman and other GCC countries. It operates through two segments: 'Billing and Debt factoring', and 'Investments'. The firm mainly offers billing, meter reading, customer services, bill collection, and debt factoring services for water and wastewater charges; also bill printing and delivery, collection, customer, and debt factoring services for private switched telephone network, mobile, and Internet services. It is one of the leading collection service partners in the country for bills and debts for the Public Authority of Electricity and Water, Oman Telecommunications Co. (Omantel), Oman Mobile Telecommunications Company LLC, Oman Wastewater Services Company (Haya), and provides meter reading, billing, and collection services for Muscat Electricity Distribution Co. (MEDC) and Muscat Municipality. It has 7 subsidiaries operating across Oman. Moreover, it is involved in electrical contracting, the construction of electrical distribution substations, as well as horizontal directional drilling and micro tunneling operations. It also operates as a master distributor for the sale of Hayyak pre-paid recharge cards and Starter Kits.
